Amplipex support

Many labs used amplipex systems (Buzsaki, et al) and manufacturer provides good amount of documentation and sample scripts: http://www.amplipex.com/downloads/ . Would be nice to gain support for it in neo, so I could hopefully use it within spikeinterfaces.

With a very very short overview of the doc it appear the main file is as a dat file.
So having a neo io that read only trace at the moment should quite easy.
Note that you can already use rawsignal in neo but you need now externally the sampling_rate/channel_count/dtype. An io would make it automagic.
