Add support for comments

- Nitpick typically preserve comments preceding a config/section, which would be modified. However, inline comments or comments within a block of multiline config value are typically erased. For now we should pay attention and avoid using such type of comments
--> Add support for comments across all plugins (toml/yaml/ini/...)
