New Tool: Animated Skin w/ Ears editor

As requested by DearFox on Discord, make a better blink editor as part of the Ears Tools project.

Tasks:

• Detect presence of old format
• Support old and new formats
• Detect presence of Ears and use new format
• Figure out how to preview said skins.
