Complile HEIF library on Windows

In HEIF Wiki is explained how to compile using MinGW Toolchain but it could be better to compile throgh Visual Studio Toolchain so investigate this possibilities.

it is too hard to be compiled.

this project is a binding to HEIF library and all it's in progress. I really hope to release the first version at the end of the year.
