Adding a project on Books Recommendation System

I propose adding a "Books Recommendation System" project to the repository. This system will use collaborative filtering techniques to recommend books based on user preferences and interactions. The backend will be built using Flask to handle API requests, while Jupyter Notebook will be used for data preprocessing, analysis, and model training. This approach ensures a streamlined and efficient development process for the recommendation engine where the users can search for a book and get recommendation for the similar books liked by other users also there would be a feature for showcasing top 50 books to the users.

Please assign this issue to me under the SWoC label, and let me know if there are specific guidelines or requirements to follow.
