Replaces the configuration in `pyproject.toml` that references slap with a project tire. Removes the ruff and mypy configuration, as tire will come with a default configuration for these tools. Tire is pinned in a `mise.toml` with `mise use cargo:tire --pin`, and then is used in CI to run a CI job for each tire command, respectively (check, lint, test, fmt --check).
