Edit GitHub issue title before publishing

As a security team member, I want to edit the GitHub issue title before it is published, because oftentimes upstream CVE texts are noisy.

Acceptance criteria

Given an accepted suggestion,
When I publish it as a GitHub issue,
Then there's a way for me to edit the issue title before it is published.

Given an accepted suggestion,
When I edit the issue title before publishing it on GitHub,
Then the edited title is displayed for the published suggestion on the tracker.
