Onboard @philiptaron to nix.dev repo

I'm helping out with releases for Nix in Nixpkgs. I've noticed that the Nix manual hasn't been released for a while on nix.dev. I'd like to help with that, but I need committer access to do so.

CC @fricklerhandwerk as the documentation lead until recently.

NixOS/nix.dev#1166 is the PR in question, but it may take some more fiddling to get merges working correctly.

The repository is effectively owned by the @NixOS/documentation-team, which is currently not active. Considering that, I approve @philiptaron getting write or even admin access. Can I get approval from another @NixOS/org owner for this?
