Support disabling more game features

While checking out doctor4t's cool Harpy Express mod this made me realise there's more vanilla features that would be useful to turn off for a more limited experience:
- Disabling F3 entirely (extending the debug feature disabling)
- Disabling keybinds by id
- Setting brightness to a fixed value and locking the setting
