Maven crashes when building

Description
Crash when building the plugin with a clean maven cache, because maven can't retrieve both PaperAPI 1.0.6 and PlaceholderAPI 2.11.2
Maven cannot retrieve neither PaperAPI from the given URL (ressource has been retired), nor PAPI (error 404).

To Reproduce

• Clone the project's BetterSleeping-v4 branch
• Build the project (with a clean cache, or with -U flag to force update the dependencies) like so : mvn clean install -U

Expected behavior
Build successful
