Add more content on annotations, incorporate ontogenesis guide

When I search for "annotations" in the obook I only see documentation on OWL annotations, but the obook audience doesn't use the term this way

We have a link to Robert Steven's guide here, which is a GREAT source

unfortunately many links are now dead, esp for tools, maybe Robert would be OK with us "rescuing" the content into obook

Which is a more programmatic guide (we use "associations" here for disambiguation even though all curators say "annotations")
