[Bug] Pan image should stop moving on the viewport edge

Describe the Bug

Using the Pan tool to move the image, the image does not stop moving once it gets to the viewport edge.

Steps to Reproduce

1. Open an image on Basic viewer or Segmentation
2. Click on the Pan tool to move the image around
3. When move the image to viewport edge

The current behavior

Actual result: The image does not stop and disappear from the viewport

The expected behavior

Expected result: image stops moving when it gets to the viewport edge.
