Can't seem to find a field that corresponds to the Notice issuing country, something like TED_EXPORTs ISO_COUNTRY

Sometimes the country in the address of the buyer(s) does not correspond to the country the noticed was issued from, this is especially common with embassies, but does also occurs with other government entities located abroad or collaborations between countries. I would like to associate a Ted notice with the country from which it was issued.

I would expect a top level meta data field similar to: <cbc:NoticeLanguageCode>ENG</cbc:NoticeLanguageCode>

Another field that needs similar context is

<cac:PartyLegalEntity>
  <cbc:CompanyID>XXXXXX</cbc:CompanyID>
</cac:PartyLegalEntity>

For this ID to make sense, the country that issues the CompanyID is needed. Since buyers will have IDs from their countries, this would need it's own country field.

Another complication with that one is that many countries have several CompanyIDs associated with a company, often a regular one and a VAT one, possibly more.
