We have a notice with three lots and two different tenderers, ex: A and B. (A) sent an offer to the lots 1, 2 and 3 while (B) is only in lot 3. We are retrieving both tenderers to be shown at a notice-type 29, but the thing is that we only awarded the lot number 1, while the other two remain in an open state (winner-selection-status = open-nw).

How can we show the organization (B), that has an offer only in lot 3, but without an associated resolution of that open lot?

Hi,

Details about Tenderers and received tenders should only get disclosed once the competition is over.
Also note that the concept of LotTender is a subset of the actually submitted and received tender for a Lot or a Group of lots.
let's illustrate with the proposed example:

• Organization A has submitted a tender for lots 1, 2 and 3,
• organization B has only submitted a tender for lot 3,
• lot 1 has been awarded
• lots 2 and 3 have not yet been awarded and competition is ongoing

Therefore if a notice has to be published before lots 2 and 3 get awarded, then:

• only publish in that first notice information about tenders received for lot 1 (in our illustrative case, organization A, the LotTender - subset of the tender for lot 1). Organization B that only submitted for lot3 shouldn't appear in this notice.
• for the lots for which the competition is ongoing, do not provide any information about currently received tenders because the competition is not over (so no LotResult for lot2 or 3 associated to organization A in the notice, also no LotTender for organization B)
• for non-awarded lots while the competition is over, it is possible to provide information about non winning tenders (when also done for awarded lots - to keep some consistency on provided information).

Later on, one or two additional notices will be published for the remaining lots (i.e. 2 and 3)
It is not useful to keep the lots already awarded in these new notices, especially as for each lot LotResult information has to be provided, even to just say that the competition is ongoing.

in eForms, it is necessary to provide information for the winning tenders (once the competition over and the lot awarded), so LotTender, associated tenderers and contract information have to be present. eForms also allows to specify information of received tenders who are not winning tenders (hence organization that submitted the LotTender and the LotTender will be indicated, and the LotTender will be associated to the LotResult it was submitted for. However, the LotTender will not be associated to any contract.).
Identifyiyng non-winner tenders is allowed but not mandatory, so for a Lot that has not been awarded and for which the competition is closed, it is not necessary to have each individual received LotTenders identified, the same for the organizations that submitted them (unless the same organization submitted a winning LotTender for another Lot).
Finally, for information clarity, it is expected to have a consistent approach throughout the notice, and either never provide details for received non-winning LotTenders, or always provide details for non-winning received LotTenders.
