GroupLeadIndicator, AwardingCPBIndicator and AcquiringCPBIndicator shows for every organization

GroupLeadInidcator is set true for ORG-0001 and false for ORG-0002 but the notice PDF shows that both organizations are group leaders—same problem with AwardingCPBIndicator and AcquiringCPBIndicator.
