The issue described is indeed present in SDK 1.6. As you indicate, there was no field for the cbc:ExecutionRequirementCode with listName="conditions", so the rules requiring the presence of BT-70-Lot were not correctly enforced.

This was resolved in SDK 1.7.0, by adding the field OPT-060-Lot, and making it mandatory for notice subtypes 17, 18 and 22 :
