Provide switch to use older pmdmini #2

Newer PMDWin has an issue with RSS sample playback, making them come out at the wrong speed. Using an RSS ROM works around this, added a note about this in bfb81cc.
For those that don't have the ROM, providing an option to use an older pmdmini with not-broken RSS sample file playback might be nice.
