Enforce proj_symbol_rename.h being up to date #4658
Description
I updated proj_symbol_rename.h with some missing symbols in #4657.
It would be really nice if the build system could generate the header automatically so it cannot get outdated, but I'm guessing there are portability issues with that. If automatic generation is impossible, it would be nice if the CI ran the update script and verified that the generated file isn't different from the committed file.
