chromium: Update to 136.0.7103.113

Initially, this issue is about updating chromium to the latest stable desktop release, which at the moment of this writing, is 138*.
However, due to the long time since the latest meta-chromium update, let's go a step at the time, which would allow us to fix issues gradually.

So, related to this issue, I'll push a PR updating to the latest 136.* stable desktop release. Once merged and sanitized, let's iterate over the more recent ones.

@kraj for the scarthgap update, i'm thinking on pushing scarthgap/nodejs branch to meta-lts-mixins, as this version of chromium depends on a major update of nodejs: v22.11.0 - what do you think?

Building for scarthgap, with clang v18.1.6 (current version from meta-clang/scarthgap branch),
results in the following build error:

Opened #904 with the scarthgap backport.
Note that:

• this MR is adding nodejs dependency to meta-browser (discussion pending).
• it depends on meta-clang/scarthgap-clang20 branch dependency.
