Enhancement:  Add dummy techs/parameters to allow renewable portfolio standards to be included

Right now to do RPS implementation one needs to create a dummy tech for renewables to be able to force this.  clewsy could easily be expanded to do this by default rather than requiring this manually after clewsy builds the model.
