Incorporate support for GIS structured files into clewsy

This is based on Abhi's script located at https://github.com/OSeMOSYS/CLEWs/tools/gis_to_clewsy.  Incorporate this and either have it as a separate clewsy script (clewsy convert_gis ...) or have it as a yaml file option.
