1. Note that .dt.to_period('W') and .dt.strftime("%Y-%W") assume that the week starts on Monday. If you want the week to start on Sunday, use .dt.to_period('W-SUN') or .dt.strftime("%Y-%W%U")

My running pandas version is 2.1.4, the following might not be correct in other versions, so I report it just in case

 .dt.to_period('W') might represent that the day of week ends on Sunday, here is what it returns: dtype: period[W-SUN]

.dt.to_period('W-SUN') might represent and return exactly meaning as  .dt.to_period('W'), therefore it might be .dt.to_period('W-SAT') to return the dtype: period[W-SAT] (or the day of week starting on Sunday)
