Need 32-bit GitHub Action runner

https://github.com/OTheDev/arbi/pull/85 will add conditional compilation for 64-bit vs non-64-bit targets. The current runners (Windows, Linux/Ubuntu, MacOS) used by CI are all 64-bit. CI should also test 32-bit targets.
