Update ENR records with publicly reachable addresses detected by AutoNATV2 #16124

Once #16100 lands and AutoNATV2 is live on the network, one nice change we can make is to update the ENR record with the publicly reachable address detected by AutoNATV2.
Description
AutoNATV2 helps detect reachable addresses even if a peer is behind a NAT. Once we determine an address to be reachable, we can update the node's ENR record with this address. This can be done after #16100 is released.
