A default icon is displayed instead of the ones specified in the manifest

(duplicated from #6390 but with a public sample)

Your Environment

• Platform : PC Server (Windows 2022 Server)
• Host : Excel
• Office version number: Version 2510 Build 19328.20266 Monthly Channel
• Operating System: Windows Server 2022 Datacenter 21H2 OsBuild 20348.4052
• Browser (if using Office on the web): N/A

Expected behavior

Icons specified in the manifest should be displayed in the Excel ribbon

Current behavior

A default ribbon icon is displayed like in :

Steps to reproduce

1. Use sample manifest manifest.xml
2. Deploy it in centralized mode

Possible solution (Extracted from existing issue, might be incorrect; please verify carefully)

Solution 1:

Ensure that all icon images of different resolutions (16x16, 32x32, 80x80) are updated and consistent. The issue might be caused by Excel Desktop choosing to load a lower resolution icon instead of the highest one. Verify that all resolutions are modified when applying the fix.

Solution 2:

Bump the manifest version (e.g., from 1.0.1 to 1.0.2) to refresh cached configurations. This step often helps resolve similar issues by forcing the system to reload the updated manifest.

Solution 3:

Clear the cache thoroughly. Delete the entire WEF folder located at C:\Users\<USER>\AppData\Local\Microsoft\Office\16.0\Wef\Resources and reinstall the add-in. Ensure that the latest manifest is deployed.

Re opening this issue.

We are observing this issue in Outlook as well, Version 2511, Build 19426.20218. The ribbon is looking for a 20x20 icon size, but only the required icon sizes (16, 32, 80) are set in production, rather than the optional sizes (20, 24, 40, 48, 64) specified here.
