"Restricted Item" warning on S/MIME encrypted emails in New Outlook and Outlook Online

Expected behavior

Task Panes should activate without an error when launched by its Ribbon button on S/MIME encrypted emails.

Current behavior

The affected Outlook clients display the following error:

Steps to reproduce

1. Select a received email that has been encrypted with S/MIME by the sender (user must have public key for the sender who encrypted the email)
2. Launch the Script Lab add-in
3. Click OK on the "Restricted Item" error message to dismiss it
4. The add-in will still load
