Fail to install/remove an Office.js addin

Install any office.js addin. Then remove it. Then install it again.
Eventually (sometimes after 1 retry and sometimes after 5 retries) the install/remove operation fails

Expected behavior

Both installation and removal succeed

Current behavior

Fails to install/remove Office.js addin (any addin) after a few retries

Steps to reproduce

Home | Add-ins | Type a name of office.js Add-ins | Double click it | Add
Let installation completes
Home | Add-ins | Manage | Remove the installed add-ins
Goto first step and continue installing/removing the addin until operation fails
