Filter for Labels in Dashboards #2098

We create a number of test incidents while we're onboarding teams and need to show functionality. We have added labels to each of these incidents but then realized that there's no way of filtering out these incidents in the Dashboard views which means they affect our metrics.
Describe the solution you'd like
A filter on all dashboard metrics that allow us to filter out incidents that have a specific label (in our case, test).
Describe alternatives you've considered
We attempted to delete the test Incidents but this resulted in metrics still appearing, opened bug #2097
