Deploy Registry command giving UNPREDICTABLE_GAS_LIMIT error

Hi, I am getting UNPREDICTABLE_GAS_LIMIT error recently when I use below command. This was working fine few weeks back. Any help/hint regarding this issue will be much appreciated.
