Certificate issuer identity is invalid

No matter which certificate I try, I am encountering the error: "This certificate was issued by an invalid issuer." How can this be resolved?

I just discovered that the problem is resolved if I VPN back to Singapore. Is there any reason that you don't handle requests from the United States (where I am now) and what is GovTech's position on international verification of Open Attestation files?
