[Feature Request]: Add support for MPLAB XC32 toolchain

Description

It would be nice to have Microchip MPLAB XC32 C/C++compiler for PIC32C/SAM MCUs as a supported toolchain in CMSIS Toolbox.

MPLAB XC32 v5.00 is now based on GCC 13.2.1. Why can you not just select this GCC compiler?

Do you mean to say that we should use GCC instead of XC32, or select GCC as the toolchain in the toolbox and point to the XC32 compiler?

My understanding is that MPLAB uses GCC 13.2.1 (got this information from the Atmel web side). So you can just install this compiler from the Tools Artifactory and select GCC instead.

Ah, ok! No, MPLAB XC32 is based on GCC but has additional optimization capabilities and a few other changes.

Sorry for creating confusion by the way I worded the issue description. We (Microchip) would like to add MPLAB XC32 to the CMSIS Toolbox, and we are working on a PR. This issue was added as a precursor to that PR.

Would you mind to share your request on this meeting so that we can discuss the details. I'm not sure if you need a complete new toolchain (since your compiler is based on GCC) or just additional options.
