Add Plan Events?

The Plan object only has currently approved shares. We need a way to capture SOP pool size changes and cancellation. Anything else?

It seems the most natural way to capture this information is to create new event types for the plans.

Discussed on the TWG Call 2/15/22:

1. Events outside of transactions are outside of the v1 preview scope.
2. Will be useful to add this eventually. Can be done with existing architecture.
3. For now, this could be recorded as a comment, though it wouldn't be structured
