Introduce more automated code quality tooling

With more people joining the dev team and less time for fighting technical debt and deeper PR reviews, I propose to leverage more automated tooling to help with managing and monitoring code quality. There is a lot of activity about these kind of tools in the Python ecosystem and with a bit of effort to set some things up I believe you can streamline the development cycle by catching issues earlier with less human involvement.

A growing pet peeve of mine is code style inconsistencies that ruin the signal-noise ration in PR reviews for example.

Picking the "black" code style and an auto-formatter like black or ruff seems to be the obvious choice as it's hugely popular in the broader python ecosystem

I already started doing auto-formatting my own commits through pre-commit. But that's not always ideal because that sometimes triggers formatting code parts that are less relevant to the commit. I'd like to do some full file reformats to clean up things
