add watchice project scraper for URLS #13

the watchice project - find out if there are good permalink urls for the sites, and what else might be collectable to maintain a view of that database. then these urls can be posted as Related Links in the Wikipedia stub pages.
there are not permalinks for each popup in the map. i reached out about the idea.
i added an issue to that project - lockdown-systems/icewatch#77
