Evaluate new Dummy candidate for CSharp/Nuget and create new CSharp dummy #132
Description
The following repository could be a base for a C#/Nuget Dummy that ORT detects e.g. 5 packages:

But as upstream in this case does not seem to be a project or community, we would need a second opinion, if we can use it - also taking into account that the last update was 8 years ago.
Alternative proposals are welcome - ideally up-to-date maintained by a broader community.
