[FEAT] Parameter DB

We need a method to persist configuration across reboots. FPrime's parameter database (PrmDb) is the chosen method to do this. We need to implement the prmdb in Zephyr. In #60 we decided to write the PrmDb implementation on top of Zephyr's Settings API using the Zephyr Memory Storage (ZMS) backend.
