Allow multiple concurrent notaries on one unix account

I believe the only thing stopping this is that the configuration dir `~/.ot` is hardcoded and would cause collisions.

Add a command line option to the notary to specify the config dir, `--config-dir` or something.

This is necessary for running all the "wrong server" tests, eg trying to deposit a cheque that was written from another notary.
