Upload to PyPI not working on GitHub release publish event

If you tag your release by publishing a release on GH and trigger it with the release: published event then the pypi upload step gets skipped.

So, I think that this not working is actually actions/runner#2788 and it should work as documented here: https://docs.github.com/en/actions/using-workflows/events-that-trigger-workflows#release

We might want to consider building in a workaround though.
