feat: independent zh/en ordering, audio upload with hot-reload, resources as single source of truth
- Editor: add per-language independent ordering for abilities/sub_abilities/cases via meta.order
- Editor: implement real-time audio upload (base64) with immediate hot-reload preview
- Server: add /api/upload endpoint, serve audio from resources/ with priority over built files
- Build: simplify to copy from edit_tool/resources/audio/ instead of collected/ sessions
- Demo page: render content using per-language order from meta.order
- Migrate all audio assets to develop/edit_tool/resources/audio/ as the single source of truth
- Add editor config (data.json) and project structure documentation
