PR title should follow a format that is explained in contribution documentation, but we often forgot to check it.
Add automation on it.

looks like a simple fix,
on checking Contributing.md

It looks like the file mentions:
All commits messages must be formatted as: [component] Message (#issuenumber) where component should be:

backend
frontend
client-python
worker
docs
tools
CI
