Network monitor: track online nodes, query and snoop on GetInfo responses, subscribe to PortList, monitor actual network utilization (requires snooping)

PnP Node-ID allocator. No changes to the daemon are needed.

Proper CLI, including the following higher-level features buit on top of the daemon (no changes to the daemon needed):

• register-batch
• anything else?

Time syncrhonization master as described in the Cyphal spec (requires special support on the daemon side).

Hmm... my understanding was that daemon should run the allocator...
