v1.1: Override response transfer-ID #66
Description
The original proposal posted here was flawed: in v1.1, if we use a single port for all P2P, it has to use a dedicated transfer-ID counter. Reuse of transfer-ID from the request transfer is not a sensible approach because it implies mixing counter values from distinct topics. The simplest solution is to just maintain a single counter for all outgoing P2P transfers.
This is needed to address OpenCyphal/specification#148 for Cyphal v1.1.
