Splice Catalog Export

We need to generate the home file location of everything in the export (the location of the file in the Github repo)

We might be able to grab the filepaths but it looks like we might have to query the DB and construct them.

There has been a huge amount of progress on this issue. First, we are now officially defining everything that we want to export with the config/Catalog.json config file. Hissan has been working on the scripting for generating the SPLICE Catalog export files (see /Metadata). The next step will be to update our tooling to support LTI access to SLC, modules, chapters for pulling into Canvas, or for configuring books.
