[EC_HAF] Make generic Hafnium Service

TPM and other services that would like to use RUST would like to have the basic services for hafnium as a separate repo that anyone can pick up to make a hafnium service.

There shouldn't be any EC content in this image just handling FFA, DTS, building and general structure that the EC targets pull in and other RUST based applications can include as well.
