Tests in PR workflow runs fail across forks due to missing MaStR credentials

Tests in PRs from forks fail due to credentials which are not reused across forks for security reasons.

We discussed this several times but I couldn't find an issue. Please drop links here if any @FlorianK13

Yes, this is because of the MaStR credentials in the repo secrets not being used in the tests of PRs from forks for some reason. From the docs: With the exception of GITHUB_TOKEN, secrets are not passed to the runner when a workflow is triggered from a forked repository.

But: Sorry, contrary to my previous comment in theory the workflow can run but needs manual approval by a maintainer (you should be able to do this as well @pt-kkraemer). Yes, this somewhat hampers contributions but is acceptable from my point of view.
However, even when it's approved, it fails for some reason. Example: I just approved the workflow run in #697 , see failing test in this log.

@FlorianK13 proposes to exclude the SOAP API tests on forks via flags as possible solution.
