Change to trusted publishing for pypi test releases

As in #677 switch to trusted publishing for PyPI test releases.

I've set up TP on PyPI test - make sure the environment name is set to the same as in the regular releases. Keep the filename of the workflow (test-pypi-publish.yml)

Yes, for the production workflow. Also, eventually re-add the tag ref deleted here .

For the test workflow this issue is about the workflow file should be rechecked. E.g. the branch specified here and the env URL here .

The ref tag has no added benefit as far as I know, since any github release comes automatically with a tag.
