Copy `ReportControl`, `GSEControl`, `SampledValueControl` and `DataSet` to another IED

As a user of this plugin I want to copy already defined ReportControl, GSEControl, SampledValueControl and DataSet element. In most cases those do not differ much from bay to bay and as such will save a lot of typing and clicking.

Requirements

• allow the user to select the destination IED
• check upfront if those can be copied over
  • check name in parent - decline if element exist in parent
  • check if data can be found in the new IED - notify the user that parts of data cannot be copied / check
• copy the structure to the new IED
