jxh22 rotate image does not work

hi3518ev100 (hi3516cv100 family), jxh22, 8 MB nor flash, 2.5.11.16-lite

After trying several config changes, I can confirm image rotation does not work, producing the following error when enabled:

`Timeout from venc channel 0`

Please let me know what additional information is required and/or what should I try.
