Provisioner: changes to authcc or delivcc via REST API have no effect

Fairly self-explanatory -- any changes to authcc or delivcc via the REST API will result in the intercept configuration being modified, but those changes are not pushed to the collectors nor are they written into the intercept config file.

Workaround: the intercept can be deleted and then re-added with the correct country code values, but ideally we should make this work properly to avoid confusion.

This is now fixed in develop.

There's still a known side-effect where removing and re-adding an intercept may cause the authcc or delivcc to be encoded as values from the previous version of the intercept, so I'll leave this open until I can come up with a suitable fix for it.

However, for most use cases, modifying authcc and delivcc should work just fine.
