Visually indicate which projects have dev mode started in the dashboard

It will be helpful to users to visually identify under Liberty Dashboard which projects have dev mode launched using Liberty Tools. Otherwise, it's difficult to determine what is running versus not. Preferably, there can be an easy mapping from the project in the dashboard to the dev mode console especially when you are working with multiple projects.
